Terms of Service

Last updated August 1, 2026. These are the terms on which BestWorkersCompensation is offered. They are short on purpose, and the most important one is the second heading: nothing this website produces is a quote, a binder, or coverage. It is a starting point for a conversation with a licensed broker.

Acceptance

BestWorkersCompensation is operated by WJB Services, Inc. dba Bollinsure Insurance Services, an independent California insurance brokerage licensed by the California Department of Insurance under agency licence 0D94699, at 3625 E Thousand Oaks Blvd Ste 292, Westlake Village, CA 91362. “We” and “us” mean that firm. “You” means the person using this site and, where you are acting for a business, that business.

By using this site you accept these terms and our Privacy Policy. If you do not accept them, do not use the site — call 562-COVWELL instead and we will help you the old-fashioned way.

An indication is not a quote, and nothing here binds coverage

This is the term that matters most, so it is stated plainly and repeated wherever it could be missed.

What this site is

Two things. First, a library of California workers compensation reference material — class code pages, the ex-mod guide, the cost guide, calculators, the glossary and the case studies. Second, an application workflow that collects what an ACORD 130 needs, gives you a preliminary indication, and lets you sign and submit a real application to our brokerage.

The reference material is general information, not advice about your specific business, and not legal, tax or accounting advice. Rates, class code assignments, expected loss rates, statutory thresholds and carrier appetites change; anything on these pages can be out of date by the time you read it. The WCIRB governs California class code assignment and experience rating, and the WCIRB’s published materials control over anything we say about them. Verify anything you are about to rely on with your broker.

The calculators and the indication engine use estimated rates and simplified logic. They are teaching tools with a number attached, not rating software, and they are not a substitute for a carrier quote.

The broker relationship

Submitting an indication request or an application does not by itself make us your broker of record, and does not obligate us to place your coverage or to continue working your account. A brokerage relationship begins when we say so, in writing, or when you sign a broker-of-record letter naming us.

We are an independent broker. We represent you in the market rather than any single carrier. We are appointed with a number of California workers compensation carriers and, where the admitted market declines a risk, we can access excess and surplus lines markets through a licensed surplus line broker — this agency does not itself hold surplus line authority. If coverage is placed on a surplus lines basis, you will be given and asked to sign the disclosures California law requires for that placement before it is bound.

We are compensated by commission paid by the carrier that issues your policy. We do not charge a broker fee on this site’s workflow. If a fee were ever proposed on a particular placement, it would be disclosed to you and agreed in writing before anything was bound.

We do not promise to approach every carrier in the market, or to obtain the lowest price available anywhere. We promise to shop your account with the markets whose appetite fits it and to tell you honestly what came back, including which carriers declined and why.

Electronic records and signatures

The application workflow uses electronic records and an electronic signature. When you adopt a signature and tick the electronic-signature consent box, you agree that your typed or drawn signature, name, title, timestamps, IP address and browser information may be attached to and logically associated with the ACORD 130 application, and that this has the same legal effect as a handwritten signature to the extent applicable law allows.

You can download and keep the completed PDF, and a copy is emailed to the address you provided. You may request a paper copy, or withdraw your consent to sign electronically before you submit, by emailing reviews@bollinsure.com or calling 562-COVWELL. To sign electronically you need a current browser and the ability to open a PDF — if you cannot, tell us and we will send paper.

We keep an audit record of the signing event so the signature can be proven later. What is in it is listed in the Privacy Policy.

Your responsibilities

Intellectual property

The text, layout, design, code, calculators and guides on this site are ours or our licensors’, and are protected by copyright. You may read, print and share pages for your own business use, and you may quote us with attribution and a link. You may not republish substantial portions, resell the content, or use it to train a competing product without written permission. “Bollinsure” and “BestWorkersCompensation” are our marks. Carrier names, ACORD form names, and “WCIRB” belong to their respective owners and appear here only to identify them accurately.

Third-party links and services

We link to outside resources — the WCIRB, the Department of Industrial Relations, carriers — because they are useful. We do not control them and are not responsible for their content, their accuracy, or their privacy practices. This site is served by Vercel, uses Resend to deliver mail, and loads Google Tag Manager, Google Analytics and a Google Ads conversion tag; those services are described in the Privacy Policy and are governed by their own terms.

Availability

We do not promise the site will be available without interruption, that saved drafts will survive, or that any submission will reach us. Keep your own records. If a submission matters and you have not heard from us within one business day, call 562-COVWELL — do not assume silence means it arrived.

Disclaimers and limitation of liability

The site and its content are provided “as is” and “as available”, without warranties of any kind, express or implied, including implied warranties of merchantability, fitness for a particular purpose, accuracy, and non-infringement. We do not warrant that any indication approximates the premium a carrier will charge, that any market will offer terms, or that any class code shown is the code the WCIRB will assign to your operations.

To the fullest extent the law allows, we are not liable for indirect, incidental, special, consequential, exemplary or punitive damages, or for lost profits, lost business, or loss of coverage, arising out of your use of this site — including any decision made in reliance on an indication, a calculator result, or a guide page. Our total liability arising out of your use of this site is limited to one hundred dollars (US$100).

Nothing in these terms limits any liability that cannot lawfully be limited, and nothing in them limits or waives any obligation we owe you as a licensed insurance broker in a placement we actually handle. This section is about the website; it is not a disclaimer of our professional duties to a client.

Privacy, calls and texts

Our Privacy Policy is part of these terms. It sets out what we collect, who receives it, how long we keep it, what runs on these pages, and how to exercise your California rights, including Do Not Sell or Share My Personal Information.

When you submit the form you are asking a licensed broker to respond to you, and we will do that using the contact details you gave. The separate telephone consent box beside the submit button is optional, is never pre-ticked, and is not a condition of anything. Message frequency varies and message and data rates may apply; reply STOP to stop texts and HELP for help.

Governing law and disputes

These terms are governed by the law of the State of California, without regard to its conflict-of-laws rules. Any dispute arising out of the site or these terms is subject to the exclusive jurisdiction of the state and federal courts located in Los Angeles County or Ventura County, California, and you and we consent to that venue. If any provision is held unenforceable, the rest stays in force.

Changes

We may update these terms. When we do, we change the date at the top of the page before the change takes effect. Continuing to use the site after that means you accept the updated terms.
