Covered work includes rough electrical wiring in new residential construction (running wires through framing before drywall), finish electrical work (installing outlets, switches, panels, and fixtures), service upgrades and panel replacements in existing homes, electrical work for home additions and remodels, installation of EV charger circuits, solar panel electrical connections (DC side at the roof is often solar-specific, but AC side connection to main panel falls here), and low-voltage pre-wiring for data, audio, and security systems when performed by the same electrical contractor.

The key classification criterion is the type of structure: residential. Single-family homes, duplexes, townhomes, condominiums, apartment buildings of all sizes, and other structures classified as residential under the applicable building code are the defining characteristic. The type of electrical work being performed — whether rough wiring, finish work, or service upgrade — does not change the residential classification.

Signs that a contractor may be improperly using 5191 for commercial work: performing work in office buildings or retail spaces, pulling commercial building permits, working on projects described as commercial by the general contractor. Who This Code Applies To

Licensed electricians (C-10 license holders) performing residential wiring are the core 5191 population. California electricians are often trained through IBEW apprenticeship programs (4-5 year apprenticeship), producing journeyman wiremen who work for electrical contractors. Non-union residential electrical contractors may employ apprentices training through other programs or direct on-the-job training arrangements.

Electrical helpers and apprentices working under journeyman supervision are also coded 5191. Electrical estimators who work in the office and do not perform field work are coded 8810. Field supervisors and forepersons who oversee residential wiring crews and perform hands-on work with them are coded 5191.

Working owners of residential electrical contracting companies who regularly perform hands-on electrical work are typically coded 5191 unless they hold a qualifying exclusion.
